"The key idea is about exchanging ideas, taking best practices from each other and applying them to each community," explained Viktor Eriksson, former e Åland Islands, Finland. "There is a lot of public funding for rural areas, but it is inefficient to do it individually. The best way to use it is to build on each other's ideas."
